It's official now: Former Rep. Mark Foley was a "ticking time bomb" and certified creep preying on young male pages in Congress in what has all the appearances of being one of the worst-kept secrets in the nation's capital.
The bipartisan House ethics committee conducted more than 50 interviews, took sworn depositions that filled more than 3,000 pages and concluded: No one besides Foley broke House rules and therefore no one will be punished.
