YAKIMA, Wash. -- Basilisa Pacheco bought a house in 2003 and signed off on a 30-year mortgage that would make it her own place one day.

But by 2006, the 32-year-old Yakima woman had lost her job and was months behind on the payments. Trading one kind of financial difficulty for another, she cashed in her 401(k) retirement fund and caught up on the payments by January 2007.
