Summary
First let's be fair: The Legislature has done some good things with election reform in the current session. Now let's be blunt: If lawmakers do not approve the stalled legislation setting up an earlier primary election in this state, then they have pulled up short of achieving meaningful election reform. The earlier primary is the flagship of reform efforts; without it the other changes are merely cosmetic.
On the plus side, a bill that would make it easier for counties to switch to all-mail voting has been sent to Gov. Christine Gregoire. Other measures awaiting the governor's signature include bills that require a paper trail for all electronic voting machines, mandate that the secretary of state review county election procedures every three years and provide a manual of election laws and rules to all counties and ensure out-of-state, overseas and military service voters are told of rights and procedures.See the full content of this document
